In general, visitors won't know the rules or the risks during a one or two-week stay.
It seems that most pedestrians are keeping to the pavement and few use the block-paved road.
Most people, visitors or locals, either want to look in shops/restaurants or at the beach and sea. If they walk on the block paving, they get a poorer view of both so why bother?
