Driving is by far the best way to get to Mallorca.....via France or through Spain..... clearly not as quick / convenient as air travel but really enjoyable.
Tourists/residents/Spanish Nationals will be able to travel to Spain as of 15/5/20
They will have to self islolate for 14days & will only be allowed to leave accomodation for essentials & chemist
They are OBLIGED to wear masks when leaving accomodation
Health authorities will be checking up on people arriving to Spain
Tour operatours have to advise clients of the measures at time of selling tickets
Airlines will make them fill in a health form with personal details & they have to carry this on them at all times
This will carry on until end of state of alarm (including any extensions)
Takes effect from midnight 15/5/20
(Word of warning, we are this still on phase 1 in Mallorca, which means communual swimming pools, sun bathing, paddling in the sea & buffets in hotels are prohibited)

Tourists are not allowed into Spain; only those persons specifically mentioned by the BOE are allowed.
Here is the relevant section of said BOE (point 2 and subsections a to e):
1. Se restablecen temporalmente los controles en las fronteras interiores aéreas y marítimas desde las 00:00 horas del día 15 de mayo de 2020 hasta las 00:00 horas del 24 de mayo de 2020.
2. Sólo se permitirá la entrada en el territorio nacional por vía aérea y por vía marítima a las siguientes personas:
a) Ciudadanos españoles.
b) Residentes en España, debiendo acreditar su residencia habitual.
c) Trabajadores transfronterizos.
d) Profesionales sanitarios o del cuidado de mayores que se dirijan a ejercer su actividad laboral.
e) Aquellas que acrediten documentalmente causas de fuerza mayor o situación de necesidad.

I am aware of that but this is apparently new info released today, things are changing all the time.
I can't imagine anyone coming for two weeks holiday and sitting in their accommodation for the entire time.
For the time being, you cannot enter Spain "as a tourist".
To be allowed in, you have to be a resident of Spain (Spanish national, foreign national with residency permit, diplomat) or one of the "rare exceptions to the rule" (e.g. relief worker, border worker, etc.).
In addition, acces to an island such as Mallorca is very easily controlled. Even if you travelled by car through France (not easy given the limitations to travel in France and the high level of control, especially if you have non-French license plates), your car has to go on the ferry in Spain and you will be controlled/stopped at the Spanish embarkment or disembarkment, especially if your car has non-Spanish license plates.
A member of my family is a permanent resident of Spain (with documentation to prove it) and will have to be quarantined 14 days at her permanent address before going to Mallorca (allowed for permanent residents of Spain).
