What does pedestrianisation actually mean?

I understood that P/Saralegui from La Gola to the marina roundabout was pedestrianised from 2.30pm with only emergency services and authorised council vehicles allowed.

We were at Café Monges yesterday from about 5pm and were surprised at the number of cars and motorbikes using that road. Most seemed to be turning right out of the road from Stay restaurant We saw a local shopkeeper shepherd some young children back on to the pavement for their safety and an elderly couple walking along the road were aggressively ‘tooted’ at by driver of an SUV. In the hour we were there 37 vehicles used the ‘pedestrianised’ road.

Am I missing something about how this road is supposed to be used?
 
I am not 100% sure but now that the peak season is over it may have reverted back to 6pm.
 
I think they are supposed to go straight over from the carpark and Stay road but unless they police it at all times some will flout the rules.
 
It means that if you stay on or near the front line from the start of the bypass (Alcudia end) you are marooned from the centre of the Port. To get a bus to the port you have to walk to the bypass to find a bus stop(where?), and then find your way from the new bus station to the centre of the Port. Similar issues arise if you wish to go by bus to Palma, Alcudia, Cala or Pollenca. Given the torrential downpours of the last few days, this would result in a thorough soaking. For people of a certain age, or with mobility issues, the only way is to pay for a taxi there and back. Access to restaurants, bars, shops, pharmacies and the health centre being impossible without a taxi. And if you can afford to hire a car, you can't park anywhere near the centre anyway because of the ineptitude of the Council planners in providing adequate parking near the centre. The former taxi rank and bus stop lie deserted, with a beautiful pergola now unused as well. And have you tried to find out where the new taxi rank is? Removing a public bus service along the front line has discriminated against the disabled, infirm and aged.Have the hotels, legal apartments and shopkeepers not lobbied the Council on behalf of their customers?
 
There is supposed to be a barrier to stop cars turning right out of the car park. Obviously the local police are forgetting to put the barrier in place!
 
I have had it confirmed that the road is now closed to traffic from 6pm.
 
I will have to 'unconfirm' my last posting. Just driven along the road and new barriers have been installed (automatic??) with a time of 1430 for the closure on them.
 
Barrier sign from La Gola says 14.30 for the road closure and trust me I broke the law this week because I thought it was an evening closure!!!
 
Ignorance of the law is no defence. Is it the moderator's job to denounce you?
 
There are two different times being applied.

The barrier at the very end, near Tolos, states 14,30 and the barrier near the exit from Stay states 6 pm, presumably to allow delivery vehicles and small tourist buses to be able to go down to the roundabout as the back streets are too narrow for them.
