I guess that when it is the height of the season, any rental company wants to simply be able to valet a returned car, and get it straight back out on hire.
I must confess that I always brim the car in PP before starting my journey back to the airport, and they are always showing as full when we get back to PMI. I've never had any probs with either Avis or Sixt (who I only now use), or charges for fuel made.
However, on the other side of the coin, going back and forth, on a few occasions I have had cars that leave PMI full, but by the time that I am in PP, are already showing quite a way off full. I suppose because the last renter has done the same as me.
