No. Ownership is absolute akin to Commonhold in England. The communal facilities and maintenance of shared buildings and apartments are administered through 'communities' which is an association/partnership of all the owners with an external 'administrator' managing and overseeing the community (i.e. issues arising with electricity, water, lifts, communal locks & other maintenance etc.) on a day to day basis.
