New Tax on Car Hire

  • Thread starter Thread starter El Gordo
  • Start date Start date
My friends recently rented a car and got this reply when they asked hire company about the eco-tax.

'A final draft of the legislation is not currently available to us. Consequently, this planned rental car tax is not included in the price of all existing and new bookings with a return date after April/May 2013. In the event that the rental car tax is indeed introduced, payment of the tax will most likely be required at the point where the vehicle is handed over. Further details to follow.' - 21 April 2013

So it seems like the hire companies haven't got anything definitive from the government/tax authorities to be able to impose anything yet.

The hire car companies ideally need to know the date in plenty if time so there is chance to change their accounting procedures to keep track of the tax collected so they know how much money to hand over to who ever in the government collects the tax.
The danger is that the government may decide at sometime in the future to collect a percentage of sales (the tax?) from hire car companies even though they had not been told to collect the tax from customers, which would be messy and unfair on the hire car companies.

It cant just happen overnight without some official period of notice, needs to be a plan although it's Spain :D

Hi El Gordo,

Hope you had a great holiday? Did you get 'clobbered' (hope not)? Have been trying the net but have not been able to get an update on the dreaded tax.

Thanks,
Lucky :)

Sorry for not replying......I've been a little lax in my online activity while on holiday!!

I wasn't charged but someone who I know, who arrived after 1st April, said he was charged 5E a day "Tax" at the desk on his rented Ford Focus!! don't know which car rental company it was. Maybe they saw an opportunity for a nice little earner!!

Had a word today with Cisco Arbona (Autos Arbona). He said there was no date confirmed for any introduction of the tax. He thought maybe June, but that's all he did know other than the rates. Anyone who was being levied a tax back in April was being had.

Got a car this week with Hiper and no tax charged. Only booked first 4 days of our holiday but I might pay to keep it for the full 3 weeks to shelter from the rain!

Car hire

Collected a car from budget/Avis for 3 weeks starting on 24th april at the airport, no tax to pay. Hire booked and paid for in December 2012 .

Translated from Mallorca Zeitung dated 29 April

Car tax will be collected on Mallorca in June
The Act of Parliament is scheduled for mid-May - 15 days deadline for implementation

The authorization granted by the state government car tax is to be decided on Mallorca Balearic Parliament by mid-May. This has the spokesperson of the ruling People's Party (PP), Mabel Cabrer, on Monday (29.4.) Announced. The new tax should be collected 15 days after the entry into force of the law. You would therefore have to be paid from the beginning of June all of Mallorca tourists who hire a car to complete. The deadline should give the affected companies time to implement the requirements. Originally, the car tax should be already moved in April.

The Law on the new eco-taxes, which also provides for taxes on beverage containers, increased water consumption, as well as shopping centers, currently its parliamentary road was going as planned, so Cabrer. The new taxes were temporary and would again lifted once the budget situation has improved.

The Balearic Government must meet a deficit target of a maximum of 0.7 percent of gross domestic product for the current year. Finance Minister Josep Ignasi Aguiló pointed out that the Balearic Islands have made with 1.83 percent last year to prove that it was the state government with the conservation requirements seriously and as the basis for new growth would be created.

Will not be happy if this is the case, already paid up front for car hire. Do some of us not contribute to this islands economy enough already:mad:

Looks like it is on hold, at least for the moment!

The Balearic government appears to be prepared to renegotiate its controversial “green” taxes with the opposition and business.

U-turn over new taxes on the table

Palma.—Yesterday, the Ministers for Tax and Finance, Josep Vicent Mari and Joaquin Garcia, respectively, were tasked with trying to ‘build bridges’ with the opposition parties and the business community and resolve the rifts caused by the introduction and a set of so-called “green” taxes.
These new taxes were aimed primarily at the car hire sector, large hypermarkets and the packaging industry on the grounds that the biggest polluters should pay more towards protecting the environment.

However, not only did the ‘green tax plans’ cause widespread anger here in the Balearics and on the mainland, it was also heavily criticised in the UK by the Association of British Travel Agents which warned that, with price still being king, any extra and unexpected surcharges on car rental will only damage the Balearic tourist industry in the long run. And the ‘packaging tax’, applicable to everything packaged apart from milk, will push the price of basic items up hitting consumers more while hyper markets said that, under the current climate, any extra costs would have to be passed onto the clients.

So, the government is now hoping to be able to reach a satisfactory solution with the local business community and the opposition parties over a reduction in the taxes.

The packing and car hire sectors, however, want the taxes scrapped suggesting the government has a ‘battle’ on its hands.

The Government postponed the new taxes until after the season
Reiterate the need to keep "looking for points of contact" with the affected sectors and parliamentary groups

06.03.2013 | 17:09
diariodemallorca.es.Agencias / Palma The Government now ditch the controversial new taxes deferring approval. So, on Monday at a press conference the Minister of Economy and Competitiveness, Joaquin Garcia , and the Minister for Finance and Budget, José Vicente Marí , announced that the application of the law which provides for the introduction of new taxes on packages beverages, the major shops and car rental will be postponed until the end of the tourist season .

Mari has reiterated the need to keep "talking and seeking points of contact" with the affected productive sectors and parliamentary groups. "Should not put up taxes in full tourist season," remarked Marí, which considers not timely implementation of the tax reform law without clear margin items like public deficit which will Baleares this year, which is to be defined by the central government. In addition, the postponement has to do with "the desirability of preserving the economic activity of the productive sectors, "he explained.

The minister insisted that this decision comes after three weeks of "intensive dialogue process" with business and political groups that have demonstrated "a clear willingness" to work with the Government to get the crisis Baleares.

The intent of these meetings has been to " learn in depth and extent the fears and problems detecting these sectors "regarding new taxes that are anticipated in the law of tax measures for the sustainability of the financial system of the community, has said.

For its part, the Government explained businessmen and politicians their forecasts. In this sense, Mari believes that after this dialogue, all "have more evidence on the need to keep adjusting the costs and increase revenues while achieving regional funding modification ".

"The Government considers it preferable to a tax reform in indirect taxation figures before uploading, for example, the section of the income tax because it is a direct income withdrawal of citizenship would have had a massive effect on consumption, "he detailed Mari.

This delay does not mean a withdrawal , the Minister clarified that reported that the processing of the tax measures law back to Parliament in September , and meanwhile the talks with the productive sector and policy will continue.

Mari has stated that when the Government raises a law for approval but has yet provided the several factors you should take into account before the approval of taxes, so that "they have to make decisions when you have all the data on the table. "

He noted that the law of tax measures has a durable , but conditioned its effectiveness since its implementation entails higher income.

For his part, the Minister of Economy and Productivity, Joaquin Garcia , stressed that the implementation of new taxes before the summer could cause problems for the entire productive sector had already committed the tourist season regardless of the new taxes, and could have stopped hiring.

Garcia pointed out the need to position financially Balearic where you currently are, with what has value to data such as consecutive fall in unemployment in the last six months and the increase in Social Security affiliation. However, noted the need to take this data with "caution" as needed "months of positive values" to point to real growth.

For the productive sectors, postponing the processing of the law is "good news" and a "hit", although, as stated by the president of the Association of Catering Mallorca, Pilar Carbonell, insist to the end in the withdrawal of taxes .

Regarding fixing the deficit for Baleares, Mari believes may be determined this month or early July and the community has reiterated that defends the asymmetrical deficit criteria, similar to unequal financing system that has the whole of Spain .

In this sense, Mari has said that "a greater margin of deficit is not no joy" . "What has defended Balearic is good news would not be goals to be set higher than those achieved at the end of last year. Would be a bad sign," he said.

"We do not aspire to a higher deficit but to change the funding system," emphasized the Minister of Finance of the Government.

MAJOR EMPLOYERS PRESSURE

On Friday Diario de Mallorca large employers reported that they intended to take the Government to court if he persisted in his intention to implement these taxes.

The pressure was so great that in early May, the PP even hinted that demean or could get them out.

That same Monday, before the announcement of the Government, the spokesman PSIB, Francina Armengol , said that "the only possible decision is the removal of taxes" , but acknowledged that if this happens it would create "a hole of 115 million to be would add to the 100 million expected by the Roads Convention, of which nothing is known mid-year. "

Meanwhile, the party spokesperson MÉS Barceló Biel , also called for the withdrawal of taxes and stressed that the Government called this press conference without warning, which has caused an "absolute embarrassment" and they have not said "nothing to anyone. "

Recall that the mismatch of the Government and the business sector to the topic cost him under the former vice president Jose Ignacio Aguiló , according to several employers. The biggest controversy was, by far, the related tax on packaging , since it would affect important sectors of the hospitality and large commercial enterprises. Given the tensions created, the Government tried to implement some changes to the initial design and thus alleviate the unpopularity of these taxes, as was the rule milk containers should pay. However, business opposition remained strong, and the Executive and threaten to take him before the courts, were announced campaigns to make citizens more aware of the impact that taxes have on their pockets.

On Friday the Government spokesman, Núria Riera , said that negotiating new taxes with affected sectors was not pending the deficit target set to finally Baleares, so that prolonged talks will only meet of "consensus".

On Monday, the Government announced that the decision to postpone the new tax was adopted after meeting with the various business sectors and parliamentary groups , and after they were apuntasen entrepreneurs, among other things, that the implementation of these taxes were not collected in the prices they had for this season.
