The regional government isn't saying anything new. It has long been the case that an apartment can be rented out under the terms of the national tenancy act, and nothing has changed in this regard. Typically, this has been rental to family or friends, because, also under this act, a property cannot be advertised in such a way that it is or implies that it is a tourist/holidayrental if it is not registered as such (which is the case for any apartment). The moment that it is, then it is deemed illegal under regional legislation.
Services can mean even the simplest of things, such as provision of bed linen. Ridiculous, because even a property classified as falling under the tenancy act would probably have some basic services (such as linen).
