Rubbish Dump

Is anyone like me very disappointed in the condition of the bins at the end of the road near Coral Bar ? It’s a rubbish dump, the black plastic bags keep coming and nowhere to put them as the bins havnt been emptied in weeks ! It’s really an eyesore now and the likelihood of attracting rats and vermin.
Does anyone know who to report this to ?
