Without having seen the work you are referring to I cannopt be sure, but I would be surprised if the circle you refer to is the start of a permanent roundabout. It is more likely to be some accommodation works.
Usually (in the UK at least) connecting roundabouts are about the last thing to be built - or so I am told - as they usually link up with existing roads. Otherwise the disruption to traffic on the existing road is more severe.
I also cannot see why they would need another roundabout unless it is to give access to an undeveloped area.
Finally, WRT plans, there were some on a previous thread, provided by Barnard Hamilton. I think they may have gone in the 'great hack'.
