So, most of you know me virtually. I'm sure I'm not the only person on here who enjoys a part time Spanish existence. I just thought I'd write this down as no one has ever told me this before.
For the last 8 years I've been stumbling through living here, (usually) leaving enough money in my bank account to cover bills that often appear at random and without any notification... for the last 2 years I've ran a car here too. I cheated the ITV system by trading the car in and getting a newer one with a fresh ITV... but I cant keep running away. Also, I only recently found out when I sold car 1 that I owed 2 years "road tax"... to Calvia council... my previous car had been registered at a random street address in Calvia (I'm guessing the prev owners gestoria). This meant I owed Calvia council 2 years of tax and they are the only council in Mallorca not connected to the central taxation system so they had no idea who I was... (thankfully I never drove to Calvia otherwise my car would've been seized pretty quickly).
Anyway, clearly I was doing something wrong. Luckily my tamed barman at U Gallet helped me out.
The key systems you need to have access to are ATIB for your taxes and miDGT for your car. Both of these systems are easy to install on a mobile phone but once you've got them, you cant access them. You need a Cl@ve ID or a DNI number. Obvs I dont have a DNI and Cl@ve (basically the Spanish equivalent of a UK.GOV Gateway ID) needs DNI or a true NIF number. As a part timer we get assigned a extranjnero/foreigner NIE which doesn't fit in this system... so the only other way in is with a "Certificado Digital". This, for us part timers is the golden ticket.
To get one, install an app called "Certificado Digital" from FNMT (aka Fábrica Nacional de Moneda y Timbre - Real Casa de la Moneda). This app will guide you through a process to book a face to face meeting with a Police officer who will verify your existence and allow FNMT to issue your certificate. The certificate itself isn't a physical thing you can look at or print out. Its basically a bit of code that lives on your phone which shakes hands with ATIB and miDGT. (Think of it as a cookie in a web browser)
You open the app - select "Solicitar Certificado Digital". On the second page select "Solicitud presencial" (book appt), next page enter your NIE and on the next you use the 2 symbols at the bottom to first find the location of the office you want to apply for (presumably Centre Cultural Miquel Capllonch in the Port, next nearest is Sa Pobla) and then the calendar to select the time slot. The soonest appts are about 7 days in the future. The rest is straightforward but you will need to enter passport details and a Spanish mobile phone number... I used a friends, its not needed for anything other than an emergency contact.
So I booked all this last week and I went down this morning to the council offices on Carrer del Metge Llopis (behind the playground on the square, the FNMT app shows it at the other end of the street.. but the app also says its No1 so my google nav took me to the right spot.)
The building is basically a long corridor and on the sign outside there's no obvious indication of where to go but as I went in there was a big notice board making it very clear that I needed to go to Door 2!! I went along and popped my head in, it was a Police office and I was early so I went and sat in the square to chill (I stress about things)
I went back 2 mins before my appt and waited. I was called in by a gentleman in civilian attire. He spoke enough english and I managed enough spanish so it was easy to do. All he needed was the code number generated by FNMT for the application and my NIE certificate (I took everything else anyway). He also asked my address which I told him. Maybe take a bill with that on too?? but it was over in a flash. He showed me how to download the certificate and recommended that I also save a copy. The app needs a password for the certificate and a name (which it generated itself) and then it offers to save a copy. My phone wanted to save it to my google cloud drive so I put it there. It then downloads the certificate file onto the phone (option for VPN or Wifi, I left it on VPN which it defaulted too???)... and that was it.
I then opened miDGT, pressed the Cl@ve login, then the Certificado Digital button and after 30s seconds wait it knew everything from my name to the size of the tyres on the car, who I'm insured with and when the ITV runs out next year... you can book the ITV through miDGT too...
I also opened the ATIB app. Same process, I have 2 bills waiting for me so I'll pay those well in advance (no nasty emails from the bank for going overdrawn)... it even shows all you previous local bills and bizarrely a big regional tax bill... which I realised was my Impuesto de Transmisiones Patrimoniales / Property Transfer Tax !!!
Anyway, much much happier that I'm now part of the system!!
Heres a pic to show you where door 2 is (this was the hardest part!!)
