Scooters or balance bikes for toddlers?

I wil be out in Puerto Pollensa next month with my two kids aged 2 and 4

When we go on holiday we dont normally take a push chair but either take scooters or balance bikes for this kids. We will be staying on the pine walk near Bosquet de Boquer.

I was wondering which would be best for Puerto pollensa, scooters or ballance bikes?

we are staying on the pine walk and this looks like it would be too bumpy for scooters but ok for balance bikes.

on the other hand it also looks quote narrow and busy in which case scooters might be best, but only if some of the pine walk is relatively smooth and sccotable

any recommendations would be appreciated.

The pine walk is very uneven until you get to the area where the pine walk becomes the pedestrian aREA.
 
It is very uneven all over and narrow in the main part.

But I personally think the uneveness (have I just created a new word there?!) is what adds to its charm.

If it was in the UK it would have been concreted all over by the health and safety idiots !!
 
When we stayed at Llenaire a few years ago we took a scooter for our 7 year old, it was perfect for him to scoot all the way to pine walk, and the first part of pine walk is ok as well. But by the time it got more uneven we carried the scooter a) because it became too difficult and, more importantly, b) as a courtesy to other pedestrians as it gets quite narrow.
 
You can always use the roads one row back from the pine walk. Not so pretty but smoother on the butt for balance bikes and scooters!! I think they would be a great idea.
