telephone locks

Does anyone know whether it's possible to put some kind of lock on a phone to allow guests to make local calls but not international ones??

We're about to get into this renting lark for the first time, ao we have much to learn!!

I think it's pretty unusual to rent property with a phone. Why don't you just unplug the phone & lock it away. Guests are unlikely to bring their own phone & the connection is different anyway.
