Beds and brollies 2016.

With the record hotel occupancy levels * the fact that the beds and brollies arent out yet is getting more serious by the day.

While some people will be happy with just a towel on the sand, a lot enjoy the comfort of the beds and brollies and it's an integral part of their holiday.

Will those hotel guests book PP for another trip in May?

What a wonderful sight!
The green tractor has just cleaned the beach in front of Little Italy! :D and is continuing the clean up operation towards the Illa D'Or Hotel.

It's not the lads from Little Italy clearing the beach themselves is it? I'm joking:) It's a busy spot and they do rely a lot on people who use the little beach, especially in the summer months so no sunbeds etc would have an impact for them.

Haha love it! Can't envisage Sebastian clearing the beach, although it paints a very pretty picture ;)

In the town hall web already available the bidding bases of the beaches that published in the boib this Saturday 14th of may (link at the bottom of this news).
The contest will be done by way of an emergency, the companies will have 8 calendar days, until the 23th of may at the latest, to submit their proposals and the team of government will ensure the speedy drafting of reports to adjudicarlas At the end of this month.
We anticipate that the new conditions of tender include a reduction in the fee in exchange for a very important investment over the next 4 years in the renewal of the equipment, the installation of playgrounds, the improvement of the quality of the hammocks with three Different Models (Balinese beds, Hammocks Double Standard and premium) and of the umbrellas (Premium and standard), The improvement of the services of cleaning of the beaches and regular cleaning of the coves of our shores among other news.
Urgent procedure makes this tender is the quickest way of being able to ride the beaches. Apparently the alternatives raised (contest without publicity, splitting of cleaning services and installation, etc.) Or break the rules, or mean timelines more prolonged.

This has just been published on Facebook with a rubbish translation (which I tidied a bit) so I hope it makes sense

"POLLENÇA BEACHES: LATEST NEWS.
You can now view the bidding for the beaches on Town Hall website that will be published in the BOIB this Saturday May 14th.

The contest will take place by way of urgency, the companies will have 8 calendar days, until May 23th, at most, to submit their proposals and the government team will ensure the rapid drafting of reports to award them later this month.

We anticipate that the new tender conditions include a reduction in the fee in exchange for a major investment over the next four years in the renewal of equipment, installation of playgrounds, improving the quality of the hammocks with three different models (Balinese double beds, premium and standard hammocks) and umbrellas (premium and standard), improved cleaning of beaches and periodic cleaning of the beaches of our coasts among other innovations.

What I find interesting is that according to the link, Pollensa Town Hall have managed to acquire the rights for 2016, 17, 18 and 19 from Costas (central government), which means they can do what they like for the next 4 years.

This should / will mean that the people who win the contract will be able to start as soon as they like next year ( 2017 ) and for the following two years if they do the job to the Town Halls satisfaction.
 
Does that mean there won't be any beds and brollies for another two weeks at the earliest?
Couldn't they at least install a small contingent as an emergency measure?..
(which should really have happened for 1 May)
 
Mike I think we will have to wait for the tender process to run its course as who is to provide the beds in the interim?. It's a mess but its happened and the beds will arrive at some point .
 
To be able to renew the contract, they first have to apply to the central government Costas agency something that can´t be done before January of the same year.

Presumably, as they have just applied ( in January like everybody else ) for a 3 year contract and this has been approved, they will no longer have to apply again until 2019, so things should run more smoothly from now on.

Also, and as mentioned before, Pollensa town hall apply to Costas themselves, which then allows them to pick and choose the people who will be in charge of maintaining the beach, unlike other councils who don´t have a say in the matter, the decision being left to Costas, i.e. central government.

I know which system I prefer.

I have received a message from a very knowledgeable source who has just read this thread, he feels your info is not totally correct. So in the interest of making sure that we provide balanced information here is what he said :-

I don't understand the comment about other councils not having a say in the matter of their beach services. This would only happen if a town hall failed to submit an application for authorisation or if the application was somehow considered deficient. Then, and only then, would third parties be allowed to submit applications for authorisation to the Costas. As far as I understand the process, the Costas is the authority which drives the whole process. It is in contact with town halls in the final quarter of the year, if there is to be re-authorisation. Town halls then have to respond within two months with any new specifications. Most would do so immediately, if the provision is just a continuation of the previous.
Beaches are the responsibility of town halls. The state owns them and the Costas safeguards them, but it does not somehow decide on behalf of town halls. By the way, although the Costas is a national government department, there is a delegation (the regulations describe this as "peripheral") in the Balearics, as in other regions, which deal with these matters.

The consistory will receive 656,000 euros for the beaches in exchange for improvements.

The municipality of Pollença has tendered the exploitation of the different services of the beaches. It is a performance that had drawn criticism from different sectors due to the delay.

Starting Monday already may submit tenders. The tender envisages a significant reduction in the fee (total 656,688 euros in four years) that the City enter dealers in exchange for inclusion in the statement numerous and substantial investments in the municipal beaches (1,427,000 euros in four years) both services (more cleaning, free services for the disabled, hammocks and parasols best) as well as infrastructures (refurbishment, more bathrooms, beach accessibility, safety signs to remote beaches and new machinery cleaning).

"The new specifications that regulate the functioning of the beaches provides numerous and profound changes in order to achieve the levels of provision of higher quality than have done so far to the municipality," said Miquel Àngel March, Mayor.

Don´t worry. A few days without brollies or ongoing work ( for their benefit ) won´t put the tourists off.

What could and probably will do, will be the Tourist Tax and the "wrong" answer to the Brexit question.

Off topic to the pedestrianisation, but it was kind of clear from people's reports that the cyclist promotion was a big success for Majorca (as are the big sporting events), but have alienated quite a number of regular early season vistors and locals alike.

The few days without brollies have certainly put my in laws off for coming over for another end of April / beginning of May visit in the coming years, though luckily for them they actually weren't out this year.
 
We are back out in September, if the dam beds and brollies have been put back in the shed, along with valls kiosk, I shall probably scream.
 
I have moved the last 6 posts from the "Semi-pedestrianisation" thread, as they are mostly about the beach.

I take it this was said in jest. If not, who therefore guarantees good weather ?

Just for the purpose of getting two sides to a story, this lunchtime I talked to the owner of a well known restaurant on the front, and asked him how business had been this year so far.

To be honest, he told me, too busy. "We can´t cope and dread to think what it will be like in July and August". Not having brollies has boosted his services by over 10%.

The only thing he is complained about was the lack of spending power due to the drop in value of the GBP.

He is obviously worried about Brexit and the Tourist Tax, but that´s something neither he nor the council can do anything about.
